SEIS Scrip is issued to an exporter who had applied to DGFT under Foreign Trade Policy. SEIS Scrip is additional benefit by Government for promoting Certain export of of services. Use of this Scrip is adjust towards import duty payment or Sell SEIS Scrip in Open market. Sell of SEIS Scrip means to transfer Scrip from owner to Buyer. Formalities for transfer of SEIS Scrip is need to be done online and office. Once Scrip is issued its valid for three years from its date of registration. Procedure to Transfer SEIS Scrip Online
Step 1 : Prepare Transfer Letter to Transfer SEIS Scrip
Transfer letter need be prepared by Sell and address same to buyer. Physical copy of this letter need to be submitted from seller to buyer. This letter must have Scrip number , its value and date.
Step 2 : Online Scrip Transfer at DGFT
For ease of doing business DGFT had started web platform to transfer SEIS Scrip from seller to buyer. This facility is started from 14th January, 2019. By using Class 3 DSC seller need to transfer SEIS Scrip online to buyer. After valid transfer buyer can utilize same for payment of import duty,

We do hereby transfer above License in your favors in terms of Import Export Policy 2015-2020 VOL. You should utilize these Licenses strictly within the provisions of the policy in force, if any infringement / violation of the rules and regulating committed by you, then you will be wholly and solely responsible for the same and it will not be binding on us. We confirm that we have received full and final consideration amount for transferring the above License. We shall have no right to claim of what so ever nature on the above said License hence forth. This Transfer letter is valid for the admissible items as per ITC (HS) Classification of Export Import items as amended from time to time.
